Tracy J. Bell
Executive Director
Tracy Bell is a lifelong Auburn resident and proud community connector who has spent more than 30 years working alongside local businesses and nonprofits to build a stronger, more vibrant DeKalb County. As Executive Director of the DeKalb Chamber Partnership, she leads with a passion for empowering people, fostering collaboration, and creating opportunities for businesses to thrive.
Tracy holds a Bachelor of Science in Health Care Management from Harrison College and earned a Certificate in Fund Raising Management from the Lilly Family School of Philanthropy. Her career journey includes decades of nonprofit leadership, community engagement, and financial management. Before joining the Chamber, she served as Executive Director of the DeKalb County Council on Aging, where she lead her team to win Non-Profit of the Year in the first three years—a recognition that reflects her commitment to teamwork, innovation, and community impact.
At the Chamber, Tracy focuses on connecting businesses with resources, amplifying the voice of local employers, and championing initiatives that make DeKalb County a great place to live, work, and play. With a leadership style rooted in influence, positivity, and trust, she thrives on helping people feel empowered and engaged.
Outside of her professional role, Tracy is a proud mom of three, family enthusiast, avid gardener, and Auburn native of 50+ years who loves cheering on local events and businesses. She’s also a dog mom to a spirited Australian Shepard named PJ, who keeps her on her toes and occasionally steals the spotlight in community conversations.
Kowen Grogg
Marketing Coordinator & Office Manager
Kowen is a lifelong resident of DeKalb County, graduated from DeKalb High School in 2017, and holds a degree in Human Service. Her commitment to the DeKalb community blossomed during her four-year tenure at the YMCA of DeKalb County. With a deep appreciation for small businesses, Kowen was influenced by her family’s ownership and operation of Tom’s Donuts of Auburn for 17 years. She thrives in roles that facilitate public interaction, driven by her profound passion for connecting with others.
